Future directions for Scotland’s culture

Last Sunday was a day of passionate discussions at the Storytelling Centre in Edinburgh. What’s next for Scotland’s culture? This was the central question posed by a group of cultural activists in an event organized under the umbrella of the festival TradFest. The event, coordinated by cultural activist Mairi McFadyen, with the help of Roanne Dods, was structured based on the world café model. A massive task of discussing the current situation and future possibilities was set at the start of the day.

First, a round of cultural actors from different domains shared their views on the current situation culture taking into account, among others, the recent political elections and last year’s referendum. Their aim was to provoke and raise some general ideas. The first panel included David Grieg (playwright), Adura Onashile  (actress), Kieran Hurley (writer), Scott Hames (academic), Gerda Stevenson (actress, writer), Aonghas MacNeacail (poet) and Donald Smith (director – Storytelling Centre).  Each of them delivered serious, funny, personal and general comments on their craft and the general landscape of culture in Scotland. The themes discussed included:

  • a personal list published here which mentions amongst others the use of plural when discussing culture (David Grieg);
  • HIFA festival in Zimbabwe as an example of an event embracing diversity (Adura Onashile);
  • That art can be ‘a hammer with which to shape’ reality (Kieran Hurley);
  • the interplay between politics and culture – the outlines of the current situation when culture is arrière-garde rather than avant-garde of politics (Scott Hames);
  • the beauty and richness of expression of Scots language (Gerda Stevenson)
  • speakers of heritage languages such as Scots and Gaelic and prejudices against their use (Aonghas MacNeacail)
  • culture’s effects such as encouraging human connections, the link between culture and heritage, and a need for inclusion in international debates around heritage (Donald Smith).

I had the pleasure of participating in a group where interesting and active discussions took place. We discussed about the link between culture and heritage and how this link can be seen both in a positive light (based on the emphasis that Scotland places on heritage and and its potential to assist cultural project through association) as well as a negative one (heritage perceived only as bricks and stones). The power of culture and arts to educate was also debated, as well as the need for further inclusion (as art can be perceived, at times, as elitist). A further point, later on resumed by other groups also, was that culture needs to be sensitive to diversity and multiculturalism.

The second round of provocations came after this and new ideas about potential ideas for development emerged:

  • Karine Polwart (songwriter) called for embracing difficult heritage also and the need to have conversations beyond the group of like-minded people;
  • Mara Menzies (storyteller) mentioned the need for a new narrative of Scotland, one that presents the stories of women also;
  • Tam Dean Burn (actor) discussed about politics and women and made the audience sing along with him Freedom Come All Ye;
  • Peter Arnott (playwright) discussed about the link between culture and identity and how identities are sometimes discussed in relation to the ‘Other’ (often by negation);
  • Janie Nicoll (visual artist) presented her experience at the Venice Biennale and raised the problem of artists’ wages;
  • Christopher Silver (journalist) reminded us about the power of narratives and their transformative effects;
  • Janice Galloway (writer) talked about the need for people to understand the value of culture and reminded us that artistic products cannot be prescribed through business plans.

Inspired by these inspiring ‘provocations’ we re-joined our groups to discuss ways of moving forward. The discussions in my group concentrated on 5 key terms:

  • untapped – as there is an immense potential not used, we are at a moment of opportunity
  • outward – the need to embrace diversity but also look outside to the world
  • broadcasting – a need for better coverage of culture on major broadcasting media
  • lifelong – linked with education – as a commitment for development of the individual throughout life
  • action/conversation – the need to involve in the discussion not only creators of art, but also different stakeholders such as policy makers, etc.

Other groups mentioned ideas such as understanding culture as a process and not a product, the possibility of a tax-deductible legislation for arts, creation of a manual of activism, the need to make public servants and educator aware of culture’s value. David Francis encouraged people in the audience to act as ‘bards’ of culture. Avenues for further development of this effort to reconfigure the current cultural landscape were also discussed building on the conclusions of the day. Further plans included possibilities to form a community as well as organising other meetings.

The Language of Reason

A café. Once a dedicated space where people gathered to discuss culture and politics. A space of arguing, debating, learning. A space where public opinion was formed and authority was challenged, contested, or at least influenced. A public sphere: a communicative space where people gathered to talk about public matters – politics.
Their aim – to form public opinion and to influence government.

Today, public spheres have evolved into more complex, more sophisticated spaces but also equally more diffuse and more informal. Think of online platforms such as blogs, twitter, facebook. A public sphere does not have to be a physical space waiting to be used, as these online platforms have proved. Instead, public spheres are spaces of communication that emerge with communication and die out when communication stops, when there is nothing left to debate.

Also, nowadays people are constantly bombarded with information and opinions, they have become more knowledgeable, but also more passionate about certain economic and political issues. Political debates are not a privilege of the elite anymore. Again, think of online platforms such as blogs, twitter, facebook. Think of public squares such as Tahrir square during the Arab spring, Syntagma square during the Greek financial crisis, or Taksim square during the demonstrations in Turkey in 2013. Anyone can join the debate, anyone can make themselves heard, anyone can influence public opinion – right???

Well, not really.

In order to participate in online public spheres, for instance, you need to have access to a computer and an internet connection. With this prerequisite, we’ve already narrowed down participation by about half (and having access to technology doesn’t mean you can use it)… But that has always been the case. In ancient public spheres, for example, such as the Forum in Rome or the Agora in Athens, only a tiny proportion of citizens actually participated in the debate. Only free-born male landowners and citizens of Rome or Athens, so no women, no foreigners, no slaves. Fast-forward to the 18th – 19th centuries and the situation hasn’t really changed. An eminent German philosopher with the name Jürgen Habermas writes that the public spheres of that time, such as coffeehouses and salons were composed of male citizens who had property in their name. These people communicated – allegedly – through the public use of reason.

So there has always been some form of gatekeeping – be it gender, financial status, nationality. Today most of these barriers are not relevant anymore, but there is one that still persists : language. It’s funny, language, be it spoken or signed, is at the heart of communication and yet multilingualism seems to be largely ignored in communication studies. An increasingly globalised world means that public spheres are becoming more multilingual, more multicultural. It means that people can participate in public life by speaking a language different from their ‘native’ one, or if that’s not possible, use the medium of translation or interpreting. If you ask me, this has always been the case but it has been largely bracketed, to use Nancy Fraser‘s term.

So what do we see today? A rise in the use of “minority languages” in citizen debates, such as Polish, Urdu or BSL in Britain, for example. With the exception of BSL, these are sometimes called migrant languages, to distinguish them from so-called heritage languages that are also gaining popularity once again, such as Gaelic in Scotland, Breze in Brittany, Cornish in Cornwall etc. I use the terms minority, migrant and heritage languages with caution, as these eventually overlap and their definitions are a bit fuzzy. The point is, multilingualism in political debate is a hard fact and it is here to stay.

The practical issue here, of course, is that historically, common languages (linguae francae) were used for convenience, so there was always a dominant language used in everyday discussions and in national parliaments. But think of national parliaments in Switzerland, Belgium, Canada. In the EU Parliament, interpreters are used and any cases of miscommunication are similar to ones that occur in monolingual environments anyway.

A lingua franca is not always the most practical solution. And that is not necessarily a bad thing. Because if we think of the gatekeeping issue, if we impose a lingua franca we are immediately excluding those citizens and taxpayers who choose to speak their own migrant, minority or heritage language, whatever you want to call it. And there are enough exclusions already, don’t you think?

When we speak a different language, we essentially become different people. When we think in a different language, we think in a different way. Languages represent cultures, belief systems, lifeworlds. If we switch to a different language, we switch to a different worldview. Forcing people to speak the same language especially in political debate is to force them to think differently and to have different arguments. Some people consider it as a form of oppression.

Who is to say that English in Britain, French in France etc. is the only accepted language of critical-rational debate? It is arrogant to think that one dominant language is the language of reason and the sole purveyor of truth. This is why we need to embrace multilingualism, we need to foster and encourage it, especially in politics, where it is most vital. It encourages pluralism in thought and expression, which is at the heart of democracy.

Translation and Interpreting Studies (John Benjamins) invites proposals for a special thematic issue on signed language interpretation and translation to be published in April of 2018.  The editors aim to bring together papers that address critical issues in the linguistic analysis of interpretations and translations that occur between a signed language and spoken or written language.

We welcome data driven papers on the spectrum between a microanalysis of one specific lexical item to the examination of a full interpreted or translated discourse. Papers may take a descriptive, applied, or theoretical approach to interpreting and translation of a signed language. We encourage a broad range of methodological approaches and theoretical frameworks, including qualitative, quantitative, and mixed methods.

Suggested Topics (related to interpreting and translation):

“I can write it, I can understand it, but I’ve never spoken it”

Last Wednesday, 11th March, Nicola Bermingham held a seminar at the School of Celtic and Scottish Studies at the University of Edinburgh. The seminar, entitled “I can write it, I can understand it, but I’ve never spoken it”: challenges faced by immigrant “new speakers” in Galicia, formed part of the Soillse seminar series which focuses on minority language policy and sociolinguistics.

The seminar explored issues around ‘new speakerness’ in the context of migration, taking Galicia as the primary research site. Traditionally, Galicia has experienced lower levels of immigration than the rest of Spain. However, the first decade of the 21st century saw an increase in the arrival of immigrants. This was due in part to increased work opportunities in the primary sector as well as the ‘saturation’ of other autonomous communities such as Catalonia. Hence, Galicia, which was once a region synonymous with emigration, has now become host to a diverse migrant population.

The seminar focused specifically on Nicola’s ongoing PhD research, which examines the role of language in the integration of a community of Cape Verdean immigrants living in a small fishing town in northern Galicia. Interestingly, the hierarchical relationship between Portuguese and Creole in Cape Verde shares many similarities with that of Spanish and Galician in Galicia.

Drawing on excerpts from life history interviews carried out with various members of the community, the seminar provided a platform to tease out discourse on language ownership and language as a means of integration into a host community. Following the presentation, thought-provoking discussions took place surrounding the challenges and opportunities faced by Cape Verdean migrants in becoming a “new speaker” of Galician and Spanish.

Nicola Bermingham is a PhD student in the Department of Languages and Intercultural Studies at Heriot-Watt University. Her research interests include sociolinguistics, migration studies, and minority languages. Looking specifically at the Galician context, her work examines the role language has to play in the integration of immigrants.

2nd Year General Linguistics Poster Session: Bridging the gap between UG and PG research

A 2nd Year General Linguistics Poster Session took place on 18th and 19th February in LINCS. This was the first poster session for 2nd year General Linguistics students and the results were impressive, to say the least. This was part of the students’ assessment and the topics were chosen based on their General Linguistics lectures, but the event also worked towards bridging the gap between undergraduate and postgraduate research.

The posters addressed topics from a wide variety of geographical terrains, from Scots, Gaelic, and British Sign Language here in Scotland to language policy in Germany, France, Belgium, and Portugal. The students employed a range of methodological approaches, including qualitative interviews, surveys, questionnaires, and conversation analysis of audio-visually recorded data. They were also encouraged to produce original research while showing an understanding of existing literature and key theoretical concepts.

The event was widely publicised and both members of staff and postgraduate research students from LINCS attended. This meant that students experienced the process of a poster session at a real academic conference, since they also presented their posters to the assessors and other staff in LINCS and then fielded questions about their research.

The result? Not just nice food and networking. Many of the students expressed a keen interest in further developing their topics and pursuing more advanced sociolinguistic research.

Russian Old Believers in Romania – Heritage Highlights

‘What is the future of the past?’ asked Christina Cameron, a prominent researcher within heritage studies, and she was not the only researcher to ponder on this question. An increased awareness of the richness of past inheritance is not directly linked with recipes to take these forward to be enjoyed by the next generation and to counteract globalisation backlash. Moving the discussion beyond internationally recognised ‘items’, with the trademark of ‘Outstanding Universal Value’, towards smaller communities, the question becomes even more intricate. It is in this precise small area dealing with the heritage of small-scale, minority communities that Cristina Clopot’s research fits in. And the question mentioned at the beginning of the article is central to Cristina’s PhD project centred on Russian Old Believers in Romania.

Old Believers have migrated from Russia in the XVIIth century to escape religious persecutions. They opposed the religious transformations of the Russian Orthodox Church insisting on keeping their centuries-old belief. Old Believers communities exist throughout the world (in places such as Canada, the U.S., New Zealand, Lithuania, Latvia, Estonia), however, Cristina’s research is focused on Romania. A small community of about 23,000 people, the Old Believers (Lipovans as they are called in Romania and Moldova) represent one of the 18 officially recognized ethnic groups within the country.

In a country marked by increased globalisation and rapid transformations in the post-socialist period this community has managed to preserve its rich cultural heritage.

Cristina’s research thus engages with Lipovan heritage, both tangible and intangible. The two types of heritage are in a ‘symbiotic relationship’, as an UNESCO representative pointed out.  Themes such as continuity and innovation, authenticity or sustainability will be explored within this project through ethnographic methods. The research project is supervised by Prof. Máiréad Nic Craith, Chair of European Culture and Heritage and Prof. Ullrich Kockel, Professor of Culture and Economy, and fieldwork is carried with the help of Estella Cranziani Post-Graduate Bursary for Research.

Part of Old Believers’ tangible heritage, churches, with arched domes and 8 cornered crosses exist in different areas of Romania, predominating however, in the eastern side of the country, where large communities of Lipovans reside.  Old Belief is a form of Orthodoxy, close to the Greek form of Orthodoxy, yet with essential differences: e.g. different way of crossing, or the use of Slavonic. Religion is still important for the community today as reflected by the numerous icons encountered in diverse houses and locations I have visited in Romania.

Clothing is another distinct element of their heritage. Once worn every day, traditional dressing is now mostly seen in religious services. The shirt (‘rubashka’) tied with a braid (‘pois’) or the colourful long skirts worn by women are part of the specific landscape in an Old Believer community.

Apart from crafts related to clothing, boats or house building, iconography is another axial craft within the community. Icons play a central role for the practice of Orthodoxy, acting as messengers between believers and the ‘divine prototype’ they represent. Lipovans have carried this craft from Russia with them and have passed it on from generation to generation.

‘What is the future of the past?’ remains thus an open question for this community and an interesting challenge to answer within this research project.

Vow of Silence: One week later

(After a week of self-imposed silence, acknowledging the British Deaf Association’s Sign Language week, Professor Graham Turner reflects on a week in a signing world.)

I don’t remember ever being described as ‘Christ-like’ before.

There was a considered and thoughtful explanation. But the starting-point for the person’s comment was a reference to the ‘sacrifice’ that I was making by choosing not to speak for a week.

Which, of course – if you think about it for just a moment – leads inevitably to reflecting on what British Sign Language users experience every day in their encounters with the hearing world. It’s obvious that if I’m ‘making a sacrifice’ by not using speech, it’s considered desirable to speak.

What happens if you don’t?

Well, here’s what happened to me. It’s a kind of insight into what Deaf people routinely face.

People immediately started treating me as if I were invisible. Their logic was, if he can’t speak, then he can’t hear, so he’s irrelevant. Implication? Ouch.

I couldn’t do the everyday things hearing people do just to show that they’re friendly and human. Getting off the bus, I couldn’t thank the driver. When a delivery arrived, I couldn’t pass the time of day with the courier. These things don’t seem to change the world – but they do. There is such a thing as a society. It’s built on these little moments.

At work, too, it’s amazing how much of the important stuff happens in the corridors and the staff kitchen. That quiet word in the Head of Department’s ear. That useful nudge about a forthcoming conference. The deadline for a research funding opportunity.

I published research referring to this very topic over a decade ago.  It was still salutary to get a direct sense of its impact.

I had to rely on colleagues’ good-will to interpret for me once or twice. They knew the score and didn’t mind. But supposing this happened every week? What would that do for our relationship – if I were making frequent withdrawals from their bank of generosity? How quickly would they start seeing me as needy and irritating?

Even with little snippets of interpreting, it helped to take a moment to brief the interpreter-colleague on what I was trying to convey. Over the course of a week, those ‘moments’ added up. If I’d had hour-long lectures to deliver, that preparation time would have increased hugely. Where would I have found the time for this, whilst keeping all the other plates spinning?

In meetings, I tried writing notes for others to read out on my behalf. With my comments in front of them, and me listening, even people I knew still sometimes revised my words. With the best will in the world, my input was being distorted.

Sometimes, I couldn’t get my comments in before the meeting agenda had moved on. So I had a choice. Swallow my contribution and look like the guy who has nothing useful to offer? Or annoy everyone by bringing them back to an issue they’d finished with just to hear what I had to say?

My Deaf colleagues are able to pay for interpreters when required (with funding from the Access to Work scheme). It has transformed the workplace for many BSL users. Hearing signers can’t opt into the scheme. I’d love to maintain my ‘vow of silence’ indefinitely. Without the resource to be interpreted when necessary, it just wouldn’t be possible.

But for Deaf people, this funding – always tightly rationed – is being reduced and new demands imposed by the Department for Work & Pensions. The repercussions are catastrophic. An Early Day Motion has been created seeking a re-think.

Especially after this week, I’d urge anyone to write to their MP and ask for their signature on the Motion. It matters.

I was also reminded that the current qualification system for BSL (levels 1-6) doesn’t push signing skills to the very highest levels of fluency! Knives and forks were definitely not invented by signers. But Deaf people become adept at maintaining signed conversation despite such obstacles. That’s level 7 signing.

Driving a car means that both your hands AND your eyes are otherwise occupied. So Deaf cars lack chat? Not a bit of it. Level 8.

So I’ve made it to Friday. What have I learned? Mostly, what a lot I still have to learn.

I’m profoundly hearing, and I always will be. I can’t inhabit a Deaf person’s life, no matter what. But this week has made me reflect, and see some of these things from a different angle.

I’m confident any hearing person would learn from the experience. Don’t do it for my sake. Do it for the person who wrote to me midweek: “I am the mother of three kids, two hearing and one Deaf. Thank you. Your vow of silence means a lot to me.”

Vow of Silence: Day 3

In solidarity with British Sign Language users in the UK, Professor Graham Turner is subject to a self-imposed vow of silence. Can he remain speechless and last for an entire week in BSL? What will he learn from the experience?

Living in Edinburgh, I can barely step out of my front door before someone’s playing the bagpipes at me.

As a matter of fact, I love it. What other country is associated with such a distinctive, pervasive symbol of identity? Ever been to Edinburgh’s Military Tattoo? Once in your life, you should. I may not be a Scot, but up on the battlements, silhouetted against the stars, the piper sends those skirling notes up to the heavens…

Not much use if you’re Deaf, of course.

So is a cultural heritage something you only get if you’re hearing, then?

Do me a favour. Not a bit of it.

The pipes may be great – but YOU HAVEN’T LIVED until you’ve experienced signed art. Had your heart squeezed by signed stories. Washed your eyeballs in tears of laughter at signed comedy. Seen the past re-kindled and the future set ablaze in signed drama.

Oh sorry, I keep forgetting. You ignored sign language until just lately because you thought it wasn’t really as good as speech, didn’t you? Trust me – and I say this as one who’s forgotten more than he cares to remember of the French, Greek, Latin and Swedish he studied in days of yore – you have been mightily misled.

British Sign Language was named – in Edinburgh: where else? – back in the mid-70s by the late, great and much-missed sign linguist, Dr Mary Brennan. The British Deaf Association backed the BSL Training Agency a decade later as it encouraged Deaf people to become professional BSL teachers and pass on their expert knowledge to others – and thousand upon thousand hearing people have opened their minds to BSL since. And it was the BDA again that published its doorstoppingly substantial and globally groundbreaking bilingual BSL-English dictionary in 1992.

So there’s no doubt whatsoever of the linguistic status of BSL. Not only is it a language: it’s a language that can blow your mind.

Unlike users of any spoken language ever discovered, signers can produce more than one word at a time – what did you think you had two hands for? And BSL isn’t just about what the hands do. It’s a full-body experience. Facial expression and bodily action are also exploited as integral features of the grammar. Signed languages are spectacularly creative, constantly playing with words and drenching every expression in a cascade of meaning and nuance.

The signed universe is an astonishing, achingly poetic place to live.

As it happens, Edinburgh is one of the most happening places in the BSL firmament right now. Part of that energy is coming from Heriot-Watt University, where a dozen sign language specialists, from as far afield as the USA and China, passionate and fizzing with ideas, are assembling research evidence  and educating the next generation of UK and global interpreters.

But Edinburgh is also a place to enjoy the cultural depth of the Deaf community, and to experience the rich heritage embodied in BSL. Just last weekend, you could have been at the Storytelling Centre on the Royal Mile at the latest Visual Virus show. Three Deaf exponents of the most vivid BSL, and not a sound to be heard all evening except for the cultural heartbeat of the Deaf nation – and that noise people make when they laugh their socks off.

In fact, Scotland stands on the verge of transforming the BSL landscape. With all-party support, Mark Griffin MSP  intends to put a BSL bill before the Scottish Parliament later this year. It will focus minds and energies on securing the future of this language community, and on safeguarding its linguistic human rights.

As yesterday’s BDA BSL Symposium in London clearly showed, the rest of the UK is paying close attention to progress at Holyrood. Deaf people, just like others, are entitled to enjoy our uniquely visual cultural heritage. Our children – including those born to hearing parents – are entitled to share that extraordinary linguistic inheritance.

And, if you only have eyes to see, you’re more than welcome to come in. Just enter through the doorway marked ‘BSL’ and find out for yourself. The future signs.

Vow of Silence: Day 2

Surgery performed on Deaf people without their consent. Signers unemployed or under-employed, their talents wasted. Shockingly frequent mental health problems as Deaf people struggle to live within a hostile social system. Deaf children in classrooms where they can’t understand the language of instruction. Police, prisons, banks, Inland Revenue – an endless list of institutions not bothering to make sure they are communicating effectively with British Sign Language users.

It doesn’t have to be like this.

In a publication some years ago (alluding to a comparison with the struggle for racial equality), I described this picture as ‘institutional audism’. These things don’t happen because individual non-signing hearing people want Deaf people to suffer. They happen because the social world we inhabit is designed to suit hearing people.

So how could things be changed? Today, the British Deaf Association launches a report www.bda.org.uk pressing to enhance the legal status of BSL (and, because it’s used in parts of the UK, Irish Sign Language). Drawing on extensive research, and sources including the range of international Deaf and hearing students on Heriot-Watt University’s programmes (eg www.eumasli.eu),  I’ve been a member of the task group assembling this discussion document over several months. What alternatives does it offer?

  • Portugal, Uganda and Venezuela have recognised their signed languages within their constitutions.
  • Pro-sign acts of parliament have been passed in Brazil, Poland and Slovakia.
  • Robust official recognition has reached Estonia, Iceland, Latvia and New Zealand.
  • Austria, Finland and Hungary exemplify best practice by meeting the requirements of the United Nations Convention on the Rights of Persons with Disabilities.

And Westminster’s response? ‘We already have adequate legislation’.

Oh really? If you’ve got it covered, how come people wait for days in hospital before anyone thinks to book an interpreter? How come child after child is struggling to follow their lessons because no decent support staff can be found?

And how come no-one who knows the first thing about the linguistic richness and complexity of BSL gets to talk to parents before they’re expected to offer up their children – when they’re just a few months old – for expensive, invasive cochlear implant surgery (initiating years of speech training and neglect of their prime time to learn to sign)?

Why aren’t you ensuring that those children get to know Deaf adults who will inspire them with the confidence that a Deaf life is a good life?

It’s not as if BSL users have failed to tell you what you’re missing. We want the right to live secure, culturally Deaf lives, and to pass on this heritage to deaf children – even those born into hearing families. We want ‘equal access’ to mean what it says: nothing more, nothing less. And we want you to take seriously your obligations to us as citizens, always.

The National Union of the Deaf told you in the 1970s that your approach amounted to linguistic genocide. The BDA issued a manifesto in the 1980s, articulating the case for BSL as Britain’s fourth indigenous language. The Federation of Deaf People marched in protest through the UK’s major cities at the turn of the millennium. Here we come again. We’re not going quietly.

Why so frightened to learn from those who obviously understand best what it means to be Deaf?
